Forced quarantine of civil activists: Buddhist monk files Habeas Corpus petition


 A Buddhist monk today filed a Habeas Corpus petition in the Court of Appeal seeking an interim order directing authorities to produce Media Secretary of National Bhikkhu Front Ven. Koswatte Mahanama Thera before Court forthwith.

The petitioner Ven. Tangalle Sharadha Thera filed this petition naming IGP Chandana Wickremaratne, Senior Deputy Inspector General of Police Deshabandu Thennakoon, Officer-In-Charge of Thalangama Police Station, Director General of Health Services Dr Asela Gunawardena and several others as respondents. 

The petitioner said the protestors gathered at Battaramulla junction on the 8th of July displaying placards against the proposed Kotalawela Defence Academy Bill. The petitioner stated that the protestors had been lined up with one-meter distance wearing the facemasks without interruption to the public.

The petitioner stated that around 11 am, a group of police used excessive force to disperse the protestors and arrested the corpus together with around 30 persons. 

The petitioner stated that the corpus and several others who were released on bail by Colombo Magistrate then forcibly taken to quarantine centre in Mullaitivu without any presence of the health authority or antigen test or PCR test.
